I'm not sure how much good information you're going to receive here, but here is what I would recommend, if you haven't already done so: Do your research at the applicable Department's of Revenue regarding some licenses/tax and sales id's, Join your local Chamber of Commerce, they often have access to some of these types of resources, and or you will have other small business owners to ask these and other questions, also sometimes Business County Agencies/Tax Collectors issues licenses depending on the type of business and form.Help and Advice wanted from a small buisness owner in Surrey / Hampshire.?
depending on what you are selling the only thing you require is public liability insurance and that can be obtained from the National Market Traders Federation in Barnsley their website is www.nmtf.co.uk (08457 221100 )and they can insure you for the lot public liability and stock and any vehicle you may use or www.gmisl.co.uk is another company . for stock look at www.thetrader.co.uk that's the market traders bible you can normallly pick a copy up from your local WH Smiths every month, another mag to consider is Market Trade News again full of info for the budding market trader any other help you need email me Big Mac retired Market trader of many years
your best bet is to ask your local council as licences for traders vary across the UK

Also visit your job centre as they have business advisors

and also may be able to offer you a small grant and other business advice
