if u already change a new one stater , you have a warranty if the stater got problem again. Just go back to workshop that you change the stater and make them reclaim back a new on stater.. you also can show your previous bill and dont paid .Help! A complaint in this situation is completely unwarranted. First off a brake job is a regular maintenance issue. And how much did that cost you? A couple hundred dollars??? My God!!!
Secondly, when you install a new starter in your car they aren't really ';new';, they are wore out starters that have been remanufactured in China. That said, their quality is horrific. I replace the starter about every year or two. Get used to it, you don't have a bad car, it's the starters.
Additionally, you can have your starter, battery, and alternator diagnosed for free at any parts store such as Advance.

the dealer could not fix the problem with in 3 attempts.
this is called a lemon.
the dealer has a bond filed with the state that promises they will not sell a lemon new or used.
you are to contact the dealers OWNER and tell him your story,if he does not fix it on the first try then you will write a letter of discontent to the Sacramento office of motor vehicles department(dmv.ca.gov) and file a lien on there bond.
Note once a complaint has been registered on the bond,the dealership can not conduct ANY business till it is settled.
at this point in time keep all documentation of paid bills and deductibles.
for the record it sounds like the starter is not shimmed properly.

Check with California's Motor vehicle industry board in regards to the Lemon law and see if applys to your situation.
you said it starts with a jump but they change the starter sounds more like a corroded battery cable when you jump it it gets more amp and usually will start not a bad starter and if its the dealer most starters and alternators are new not rebuilt like napa or autozone etc. also lemon laws only apply to new cars but you need to check local laws some states have used car laws

FORGET ABOUT THE BBB BECAUSE THAT IS JUST A JOKE.
LASTLY I HOPE THAT YOU ARE NOT PAYING THE $100.00 DEDUCTIBLE FOR EACH TIME THE STARTER HAS FAILED.
