Sound proofing can be very expensive.
Talk with your neighbours, invite them in to hear for themselves.
If they are just the type to say f*****you, then place your speakers against their wall and turn on the sound, never stop, day or night.
Even if they turn theirs off. Give it a few days and if they are quiet, stop. Turn on again when they do. It`s cheaper.

First stop is envirenmental health at your local council who can take steps against your neighbour. You have my sympathy, constant noise can be really stressful.
ebay has soundproofing tiles ,they are really foam but they are not cheap .it may be cheaper to pay some one to go and have a word with them.

If you don't OWN the place you live in, you are wasting your time. Total soundproofing is very expensive and not for the average DIYer. There are specialty drywall sheets for this purpose and there are specialty sheet goods to reflect sound and metal goods that stand drywall off an existing wall to lessen the amount of sound transmition.
Use GOOGLE to look up ';soundproofing'; and you will see what I mean.
Your best bet is to try talking nicely to the neighbour to see if you can get some co-operation. If that fails, then either consult the police or change addresses.
