My parents live in Spokane Washington and the doctor that sees my Dad is a horses ***.My mother is in a wheel chair and cannot do the things his doctor wants my mother to do and she has tried to get another doctor for him and they refuse to let her obtain another physician.Where can I go to get help for them?Thanks so much and thank you all for your service for our great country.Is there a DIsabled Vet that can help with advice concerning my father?

Contact your senator's office with a phone call and follow up with a letter. Also, contact your state's department of veteran's affairs.
It might be up to you or another family member to be their spokesman. I'm assuming your dad is at a VA Hospital or uses its services. Any patient has a right to request another doctor no matter where they get medical care. It sounds as though your parents need a county nurse or someone similar to come to the house and help them out from time to time. Check into options, please.

If this is at the VA, often they may not have alot of doctors available, but you can ask for the VA administor and file a complaint.
Next he may be showing what needs to be done, if she can't do it, they may need to get someone to come in and do it for them, or see about having your dad put into a VA home till he gets better.
Take all of your fathers documentation and go to the nearest DAV (Disabled American Veterans) office as soon as possible, they have representatives that can help you.
By documentation I mean his DD214, his medical records both service and after, and anything service related concerning his health.
